I think the goverments should be the principal founder in research task in a country because the science is important to advance the society and the society pays money to the goverments. So, it's important to know the private enterprices are most eficiency in research activities becasuse they have others motivation, like more money and save time. So the goverments could be pays private companies to do task to help the goverment and be more efficiency in research activities. So  the private companies need to pay founds to help science and the same time they can be build new tecnology to help the private company. Its true the private companies need to produces profit, beacause that is gifth card to work hard.
